I'm betting Rocks was after two of the God Fruits.

Now, two of the God Fruits were likely off the table at the time. The Sun God Fruit was likely too "wild" and wandered around too much to really be targeted. And personally, I'm betting Imu has the Forest God Fruit, since Imu lives on top of the Sunlight Tree Eve, spends most of their time in the butterfly garden, and can "send forth Devils" like the Forest God is mentioned to do in the Chapter 1138 Mural. So, if I'm right, the only two left would be the Earth and Sea God Fruits.

My personal bet is that the Sea God Fruit will turn out to be Blackbeard's Darkness Fruit. Given all the parallels that Blackbeard has with Luffy, it only makes since for Blackbeard to also have a Secret God Fruit. Blackbeard was almost single-mindedly after the Darkness Fruit, so it makes sense for it to turn out to be one of the Devil Fruits Rocks was after. And the Darkness Fruit can nullify Devil Fruit powers, a lot like the ocean's effect on Devil Fruit Users. This would just make it the darkness of the deep sea, or a whirlpool, rather than a black hole or something. In this case, the Darkness Fruit would actually be the power of "Greed" or maybe "Jealousy" or "Theft".

My personal bet is that Elbaph's Legendary Devil Fruit will turn out to be the Earth God Fruit. If you look at the Chapter 1138 Mural, the "Ancient Giant" fighting near "Joyboy" has a "arrow" like pattern on his clothes. This is the same arrow pattern we can see on the "Hellflame Serpent" that the Earth God made during the First World, and one of the "mini-moons" above the main moon. I'm betting that means that the Giants were protecting the Earth God Fruit, and keeping it from being used, so a disaster like what happened during the First World doesn't happen again.

And I'm halfway expecting a twist regarding Rocks wanting Harald to eat the Fruit first. Because, I think Rocks wants Harald to eat the Fruit, NOT because only someone with Ancient Giant blood can unlock it's true potential. I think Rocks wants Harald to eat the Fruit because...Rocks has no idea what the power of the Earth God Fruit actually is. The God Fruits don't seem to have powers that are actually literally based on their elements. They're..."thematically" related to their elements, at best. So, it's possible Rocks wants someone to "test" the Fruit for him, because he doesn't want to get stuck with a Fruit power that doesn't actually fit his plans.

As for what the power of the Earth God Fruit could be? Well, it could be a lot of things. Like I said, my pet theory is that all the God Fruits are based on "things children like". The Sun God Fruit is based on Freedom or Imagination or Cartoons. Imu's Forest God Fruit seems to be based on Board Games. So, maybe the Earth God Fruit cold be based on Snacks, or Sports, or Holidays, or something.

But, I have two ideas for my best bets. Either Pets or Toys.

Pets, because Loki has shown to be close to a lot of animals on Elbpah. So, maybe his Fruit allows him to make pets out of literally anything. A God Fruit that lets the user bring any inanimate object to life as a "pet" they can command. This could actually explain the connection with the Hellflame Serpent. Because , maybe the Red Line isn't the corpse of the Hallflame Serpent like some think. Maybe the Hellflame Serpent was a mountain or island that the Earth God brought to life with "pet" powers, and it just reverted back to being a mountain after the Earth God was defeated? I'll admit, this would be pretty similar to Breed's Pet-Pet Fruit, Tama's Dango Fruit, or Sugar's Hobby Fruit, but I think it's different enough that this is still possible.

And Toys are a possibility because of the Legos. Oda really hasn't explained where Road's legos for Legoland came from? The Giants don't seem to have any sort of way to manufacture plastic toys on their own. There don't seem to be any factories or toymakers on Elbaph. So, maybe the Legos were actually conjured up by one of Loki's rampages and Road just kept them around because they were fun? Maybe the Hellflame Serpent was actually made out of Legos the whole time? It'd be nice to bring the Legos, as a plot point, back around. Plus, part of the fun of a "building" toy like Legos is also breaking it after you're done. So, it actually fits thematically with Loki's plan to "destroy the world". He just likes breaking the things he builds.

Either way, I could see Rocks finding out what the Earth God Fruit's power actually was, and deciding it didn't actually fit his plans. Maybe Rocks thought the Earth God Fruit would have more to do with the actual earth itself? So, maybe that's why Blackbeard has "substituted" the Quake Fruit for it. Rocks and Blackbeard need to do something that involves the earth or ground, so the Quake Fruit may actually suit their needs better than the Earth God Fruit. Because, personally, I'm betting on Rocks and Blackbeard's plan to involve travelling into the Underworld to the First World's Abandoned Mining Operation to try and find the remains of the Forbidden Sun. And to do that, they'll need a Fruit that lets them excavate. The Quake Fruit might work better for "mining" than the Earth God Fruit, ironically enough.
