Boa would be number one but I don't like her gag of abusing animals and what not. Take that away and try to make her a bit more nuanced and she's a great character. She'd be even better if she somehow charmed Zoro into having a kid with her and genuinely loving her like Shakky did to Rayleigh (not necessary but it'd be hilarious).

Don't forget Hancock acts like a bitch, that is mean to everyone else but Luffy, kicked a kitten, yet that is supposed to be cute and adorable by Oda.
