There are 12 animals in the Zodiac, and Oda seems to want to have a Marine representative for all of them. Remove Aokiji, who is no longer serving the Marines, and you have 11 Zodiac Marines. There will be 11 SHs if Yamato joins, so Oda seems to be setting up SHs vs top 11 Marines (Garp and Sengoku excluded). Who will Kurouma fight?

Kurouma has a Zodiac/color codename and holds the post of the being the Head of the Marine Investigative Unit instead of being a Vice Admiral.
Imo, that's a superior position to hold than being just Admiral Candidates but again it isn't 100% set in stone yet. But I think Kurouma being shown together with Akainu & Kizaru in his introduction whereas Momousagi & Chaton being shown with Garp (Vice Admiral) & Hina (a Read Admiral) during their introductions speaks to my argument.
I think Momousagi & Chaton are Robin's & Franky's opponents, and Kurouma will fight Jinbei.

You think Nami & Usopp will fight people who were candidates to become Admirals (Zoro/Sanji opponents)?
I don't think so.
Even look at Onigashima, the only genuine Calamity candidates in the Flying 6 was Who's Who (Jinbe's opponent) & Sasaki (Franky's opponent). I don't think Oda would give that kind of portrayal to Usoop's & Nami's opponents. And even then Ulti & Page One (Nami's & Usopp's opponents) weren't even defeated by them and I doubt anyone would argue that Nami & Usopp are F6 level, even Brook isn't.

Remember, Marine is the "good cop" in OP story. How the story will progress if almost all of the "good cop" best member was taken down by protagonist?

I still don't get why a lot of people think that there will be a huge scale war with Marine that end up with SHP defeating almost all of Marines top executive.
Some Marine still could be villains, but not at the huge scale like 11 SHP vs 11 Admirals/VA that end up with Admirals/VA defeat.
Celestial Dragon absolute domination will be taken down for sure, but I don't think Marines will get a huge defeat and destroyed at SHP&co hands.
