Character Discussion Who’s your pick for the most underrated evil character in One Piece?

I saw a thread about the most evil characters in One Piece, and most people were bringing up the big, obvious names. But I want to shine a light on a less-hyped, almost forgotten character: Caesar Clown



I think he’s underrated in the evil category. This guy experimented on children, fed them addictive candy, and even laughed at their suffering. His cruelty feels completely senseless and self-serving.

Do you agree or do you have another underrated pick?

Sengoku, it's shameful how everybody and even Oda himself seem to forget he murdered innocent women and babies because they lived on the same island Roger visited. All is forgiven because he cried for Corazon I guess.
For sure Sengoku knew about it, but that order came from the very top of the WG, not from him. At the time he wasn’t even Fleet Admiral, it was Kong who held that position. Sengoku had no authority to override those commands. Garp only acted differently because Roger personally entrusted him with Ace. Their bond was far closer than anything Sengoku had with Roger.

Captain Kuro's gotta be up there.
Definitely a strong contender. The fact that he lived as Kaya’s butler pretending to care for her while secretly plotting to kill her and steal her fortune, is next-level cold. On top of that, he was ready to massacre an entire village just to cover his tracks.

Sugar. I truly think the mindless cruelty of a child and what she did was awful. Also connects her to Imu
Would you say Sugar is evil in her own right, or is she more a product of Doflamingo’s influence?

Honestly, excluding Senor Pink, most of Doflamingo’s crew were twisted in one way or another. Each of them had this cruel streak. It’s like the whole family was built around Doflamingo’s warped worldview.

Honestly, excluding Senor Pink, most of Doflamingo’s crew were twisted in one way or another. Each of them had this cruel streak. It’s like the whole family was built around Doflamingo’s warped worldview.
I think it's a bit of both. like she might have been good but at some point she just started truely dehumizaing the toys and her part in it all..it's an evil again seen most in children in horror movies...
