Nami is not on Ulti's level, but she's the one that defeated her.

I think Nami might be equal to Ulti. When Base Nami landed a Thunderbolt on Ulti, it damaged her quite a bit and made her fall down. A Zeus Thunderbolt is multiple times stronger, so it would do a lot of damage to even a fresh Ulti. Zeus can also home in, so dodging is hard. Not to mention that Nami didn’t use her ultimate Zeus attack (the one used at WCI)

Nami's finisher was only to see her new power, so Ulti got up because of plot not because she actually could (though the event has some sense actually since a piercing attack it's not that effective since it cannot "give" all the energy to the opponent unlike a punch).
