Luffy's mother is a complete mystery for a reason.

I'm guessing Dragon's decision to stay away from Luffy has to do with her being dead.

I do believe Luffy was in his care for a time, but he doesn't remember either of them.

It would not be surprised if Luffy does remember his mother though.

With Greenbull's solo raid, the end of Wano teased a meeting with Shanks. During Egghead, we saw Shanks fighting Kid. Now, in Elbaph, we have Shamrock's debut, and Luffy is eager to find out where Shanks is.

All signs point to a Shanks reunion before the other three.
