Drake.
For Jack, I think theres some build-in expectations for antagonist to job. His performance while bad, isn’t out of the ordinary compared to the most of his crew this arc (Tobi Roppo all got taken out relatively easy for example).
Drake is perhaps the only ally character in this arc that has not gotten anything resembling a win

Jack is disappointing for a Commander moveset wise. But in general Him being a weaker YC3 than Cracker made sense since Smoothie is weaker than Queen. He's also a 28 years old guy so he's probably still learning.
He at least pushed Back Ashura in base after he got cut up with his Guard down while Drake was KO'd in One Shigan with his guard up in Hybrid.
He at least Defeated 5 Vet level Sulongs and dozens of Sulongs with only some Minor Injuries. I don't even think Smoothie could do that .
He at least was about to defeat inu with Ease in Hybrid with One Eye Injured.
Drake basically spent the Entire arc failing to do anything but Release Law and defeat a Number(which all Vets can do besides maybe Page One). And even releasing Law got him exposed and led to him nearly becoming Queen's prison Bitch.
Then he failed to defeat Apoo in a sneak attack even after Zoro weakened him. Then he got scared of Hyogoro with it being implied that Hyogoro could stomp both Drake and Apoo at once .
Then he let Apoo Group up with Three numbers
Then Yamato Humiliated him
Then he ran after Apoo, tried to fight the CP0 but got defeated with Numbers as Backup
Then he cheap shot his so called Rival(CP0 and SWORD are basically parallel organisation) and then got One Shot. With his failure leading to the Man who saved his life from Zoro Jinbei and Franky getting Fucked up.
Not only that but anything Apoo does that harms the alliance at this point would be his fault since he failed to defeat him
The only people who failed nearly as badly as Drake did on the Alliance side are Kiku Carrot and Usopp.
But Kiku at least Injured Kanjuro who was shown still bleeding when he got up, Carrot was unlucky because of the Weather and Usopp at the very least converted hundreds of Gifters with his sniping skills, Saved Tama from Ulti and is currently saving Kiku and Kinemon from dying.
Read up that description and see how badly Drake performed, at least the Yonko side HAVE to lose so they couldn't get too many Wins.

Narratively wise : I think the biggest L is for Jack. Frankly even if Drake didn’t do much in Wano and had great expectations, Jack was barely present at all. He was sidelined hard.
