Garp’s too Luffy like in temperament to set up and run a secret organisation imo. I know he kept Ace secret, but this would require a lot more organisation and discretion.

Remember this is the guy who accidentally leaked to a ton of Marines that he and Luffy were related to Dragon. And openly calls Celestial Dragon’s scumbags.
