None of them, the characters themselves have been fine. Not giving Nami, Usopp, Chopper, or Brook their own fights/victories against notable opponents was a tremendous mistake in a long line of same, but for what little they were given, they made it work. Robin, Franky, and Jinbe all did their job as well as reasonably expected, and Zoro/Sanji also got their moments…hell, if not for the fact that the sentient dildo once again sucked up all of Daddy Eiichiro’s affection, I’d say this was the best post-skip arc for the entire crew, and maybe it still is, considering the competition.

Easily Nami and Luffy.

Nami because she is nothing short of just a fanservice character. All she has done this arc is showcase how big her boobs are (sidenote: I prefer smaller boobs than big ones). Even her "navigation" skills are now officially completely useless with Jinbei joining the crew.

And Luffy because Oda forces this character into our faces way too much and everything is just handed to him for free which wasn't like this in the past.

Usopp had all of his typical coward moments but without the usual payoff you'd expect, so he just came off as useless and annoying. It's been a pretty rough 6 years for Usopp fans.

Others did not really did much anyway, zoro was zoro... Sanji was meh as usual, ussop nami as usual were a mess which is the norm after timeskip I would say.

Brook gets forgiven for his contribution in WCI, jinbe was ok. Franky was Ok, Robin was good.

Usopp could've just not been in this arc and absolutely nothing would've changed , he was just there, got his ass kicked, got up, and got his ass kicked again, he did nothing this arc
