Why are Oda's Japanese characters white looking?

Why don't his Japanese characters have any of the Japanese features? Zoro being a prime example.
Is Oda racist against his own race and does he discriminate against his own nation?

Lighter skin is seen as a more desirable trait in Asian cultures because the poor people would be working in the fields all day and develop a tan, while rich people would be inside most of the day and develop light skin. Which is why anime characters look white

Besides OP, since Oda gives them real-world counterparts, I just assume all anime characters are Japanese unless stated otherwise. Cause I can tell you 100% that Kishimoto images a Japanese man as Naruto, not some German kid.

What was the arc's underlying theme and goal?

Opening up the boarders. It is clearly Oda saying he supports the ending of Japan's Isolationist policies and opening it's boarders to the West circa 1850s.

Oda rejects his own country's feudal past, and embraces modernization. That is why he made oden, the shogun of wano, such an abysmal character.
