There are plenty of another options aside of FS.
One of the most probable reason is he just using simple COO and gauge both Luffy's and Zoro's power level and their seriousness in fighting him.
He might very well can hold his own more than 10s, but he knew he cant beat both Luffy and Zoro if they are going all out and decide not to waste the time and effort.
The second reason is after seeing both Luffy's and Zoro's PL, he's convinced that both of them could handle Loki shall anything going out of control. That's why he handed the key to them.

True, because postpone is better than surrender.
With postponing the fight, at least the result still could be debated.
But with surrender, you basically leaving the fate to those who you are surrendered. Clearly an inferior choice compared to postpone.

Gaban knows how Important it is to have a Crew Member who can handle Level of Fights that wd usually require the Captain just in case things go south, similar to how Luffy just entrusted Zoro to continue the Fight against Kaidou/BM while He was Resting Post-Gear 4 or when He let Zoro take on Fujitora so He can continue on his way ... etc
