Questions & Mysteries Why did Oda made Buggy's bounty higher than the Luffy/Law/Kidd trio who defeated 2 Emperors?

Buggy had the image of being a rival with shanks as well as gaining croc and mihawk under him all while creating a yonko level threat. While Luffy Kidd and law did beat 2 yonko buggy would be seen as more of a threat especially with ties to the underworld. The WG views law Kidd and luffy 's accomplishment as a effort together while buggy's is viewed as him creating all this himself.
Because bounties shows many things.
Buggy by rumors is said to be equal to Shanks... but unlike Shanks, he still hasnt proven his power.
Buggy by fact (or that is what they believe) has an alliance with Mihawk, Crocodile and an army well known already.
While Law, Luffy and Kidd fought Big Mom and Kaido, their power was proven, yet they dont have the exact power level since it was a team effort.
Luffy is now called an Emperor, but he has the same bounty as Law and Kidd, even though he has a huge crew (Mugiwara fleet), the power of his military force is not proven. Luffy and Buggy have a hype to be able to rival Emperor, yet Buggy has a military force that already has fought and showed its power while Luffy still goes by rumors.

Because Buggy, in the eyes of the WG, is a rival to Shanks, has Mihawk and Crocodile as subordinates, has a large fleet, large amount of weapons. and an organization focused on killing or capturing Marines for money. Kind of like Dragon but now his underlings are literally Yonko Level and YC1 level. Only one coming close to that is Sabo who's YC1 Level or above.
Edit: and he was in Roger's crew. Only member we know the definite whereabouts of besides Rayleigh and Shanks.
