Well its simple, Zoro represents the ideal
His character is defined by following traits

-Generosity
-Loyalty
-High Moral Compass
-Leadership
-Physical Fitness
-Drive
-Ambition
-Hard Work and Dedication
-Strength
-Victory

If you associate with these traits and are a hard working ambitious guy in a good physical shape and is kind and generous to others, loyal to your loved ones and these traits then Zoro naturally grabs your attention as he represents those traits.

We should be either like Zoro or try to be as much like Zoro as possible.

Being like Luffy is not possible, in real world people are not born as Gods, with the cheat code power of a God, with their dad being a God in his own way and his Grandpa being a God.

Well I guess you can, Luffy represents someone born with a silver spoon in their mouth, with everything given to them by their birth right and their family, Luffy represents spoiler rich guy, who is doing good enough in your life, I guess like Dan Bilzerian



Sanji on the other hand represents degeneracy, he represents everything one should not be

-Weak
-Can lie
-Has twsited moral compass
-Hypocrisy


I mean there are people like that too, who can associate with those traits.

So yeah point is if you are a smart human being who has read One Piece and knows anything about Zoro

Sanji does make society better. He spoke to the heart of Viola and made her good again. He brought out the vulnerability in pudding and helped her become her own person. He refused to leave kinnemon on punk hazard despite it seeming like a lost cause. He motivated and protected g5 and tashigi and earned their thanks.

Meanwhile zolos biggest imprint in the new world was teaching momo a cuss word. He hasn't moved the hearts and minds of any person. Didn't even want to go help vivi after the loss of her father.

For 90% of the story, both Zoro and Sanji were quite under developed as characters. East blue developed Nami, Alabasta had Vivi and Chopper, Sky Island had Luffy and Nami. EL had Robin, Ussop, Franky, and Luffy. Thriller Park had Brook and Zoro. Summit war had Luffy. Then the time skip happened, and other than Jinbe in FMI, no straw hat received much attention until WCI.

In the time period between the east blue and the Zou arc (about 800 chapters), they received the absolute minimum in terms of character writing, mostly in terms of power ups and cool moments. Their EB developments and flashbacks were as basic as you can het compare to Nami, Robin, Brook, or for what Ussop had to go through in EL. Despite that, they were the most popular characters next to Luffy because they were strong and cool and no one had a problem with that.

Funnily enough, Zoro still received more attention and character moments and development than Sanji starting from EL/TB and ending with him pleading to Mihawk to train him. Before his development in WCI (of which 70% is a copy paste from Nami and Robin), Sanji's greatest development in 800 chapters was him changing from a suave and elegant gentleman in the East blue to a borderline sexual predator in Punk hazard, and yet no-one questioned his popularity.

I like Zoro because he is cool, badass, loyal, honorable, a great man and a role model with many admirable qualities. Nothing of what happened in Wano changed my opinion of him, it only proved what kind of man he is. Whether it is a greek hero in an ancient tale, a religious leader in sacred text, or a superhero in a comic book, characters like Zoro who represent an idealised version of what a man should be and act like have always been admired by everyone, children and adults alike.

Zoro's qualities has always been highlgihted
The idea of "No character development" is null and void to Zoro as he is the representation of an ideal, the embodiment of a great role model and such role model doesn't need to change.

What happens for such characters is that their character is fleshed out, their noble qualities are fleshed out and Zoro's character and his notable trait is highlighted in every arc

His introduction highlighted his nobility, his generosity, his friendship and his dedication, hard work and ambition.
Alabasta highlighted his friendship, his leadership, his intelligance and most importantly he evolved as a human being where his priority as a fighter changed from "Someone who fights to cut" aka kill which his pirate hunter record suggests to someone who cuts to "protect" and hence he can cut anything when he wants to cut and nothing when he doesn't want to cut which is sheer contrast to Daz Bones philosphy to just cut and cut as he is still a killer.

Skypea highlighted his chivalry with Nico Robin, his disdain for false Gods in Enel, his leadership when he was with Nami and Robin and obviously his dedication to his craft when he showed to ability to do flying slash

EL was highlighted Zoro as a premier crew mate, vice captain and someone who can be leader himself
Thriller Bark was highlighting him as someone with sacrifical nature

Rival characters tend to be very popular, Like Vegeta and Kaiba, wanting to be the best, prideful and so on.

One of the reasons I think Zoro is so popular is because he takes all the qualities of a Shounen rival, but he is ok with being subordinate, he is not trying to compete with Luffy.

Plus the loyalty and kindness Zoro has. The badassery too. It's simple but effective, Vegeta and Kaiba are ridiculously popular after all.

Zoro has cool design, a cool fighting style and is strong. He appeals to the majority because he's one-dimensional and doesn't require one to think.
What do you mean he's one dimensional
He's strong, kind, generous, ambitious, Leader, Intelligent, would sacrifice for friends, quick learner, leader and combat genius

There are so many dimensions.
I think Luffy is more of a one dimensional character
