Normally a Zoan only has access to their base, beast, and hybrid modes, but the rumble balls give Chopper access to extra forms by altering the wavelength of his DF. Why don’t other Zoans use this? Surely Vegapunk could easily create rumble balls if Kureha and Chopper can do it

Chopper is unique as he is a zoan himself, but also a doctor who works with drugs. He understands the ability from the inside, hence he managed to discover a way to boost it further through his medical knowledge

Vegapunk does seem to understand DFs better than anyone else, but maybe he finds something adjacent to the Rumble Ball to be beneath his talents? He’d likely be more concerned with how to Awaken fruits faster/more easily since there’s potentially more strength in that. Would love to see certain other Zoans in the series (Lucci, Marco, and Drake immediately come to mind) experiment with them and access new forms, but there’s seemingly little chance of that.

chopper is a genius. Other crews probably don't have doctors as smart as him.

As for vegapunk. In all likelihood, he most likely created something even greater than the rumble ball. Hence the SSG is able to replace the shichibukai.

But minks could be able to use them imo.
