Oda seems to show us viewers how he imrpoved a lot in fact during the dressrosa arc he showed us how he manhandle doflamingo pirates and the marines at the same time through dressrosa arc to onigashima arc but why then the WG doesnt show us Franky real face in his bounty is there a reason into it? are they planning something? or are they afraid?

Vegapunk - there’s a chance that Franky’s father is non other Vegapunk! he probably once a pirate who seeks freedom, Vegapunk probably encountered Tom in his journeys, and ask him to protect Franky for him because the WG is hunting him down maybe the admirals was on his case that force him to do it. Vegapunk helped the WG in exchange for Franky’s safety, but both didnt got what they want since Franky holds one of the ancient weapons..
Vegapunk probably even to this trying to pursuade the WG. this is probably the reason why his bounty is so low till dressrosa arc toll now even on onigashima.. because simply Vegapunk has the power to do it.
2. Ancient Weapons - maybe the WG gave him a low bounty because as much as possible they want Franky to be safe as they want because he is the only one in existenae who knew about the ancient weapons. Iceburg probablt knew about it but they also knew that even if they kill iceburg there’s no way that Ice burg will tell on how to make the ancient weapon.
3. A Race/or df user that can see - if violet df was able to see from miles a way, and pudding’s race was able to read poneglpyhs once they unlock their third eye, what if there’s a race or df that can see someone if they knew about the ancient weapons or someone or something that is link to the onepiece? the WG feared this power this is probably the reason why they dont want to show Franky’s face on his bounty because they fear that someone might knew what his hiding.
