How will this benefit Elbaph?
No one dare to mess with Elbaph so they don't need the Navy, which raise the question - what does he except to get from it?

Economics. They just suffered a starvation. Not sure if all the countries that helped them were non-allied to World Governament or mixed of it. But he probably believes if Elbaf was part of World Governament they would be safe from starvation if anything like that ever happens again.

I really hope it is that because I couldn't find any other reason. Like you said no one messes with him, so if World Governament won't help them during starvation they'd be paying taxes in exchange of nothing.
