Because it causes a war between the FHs and kills many people. And his friends, especially Yuri, Garam, Baam will be targetted and dragged into it. Urek himself as well as Baek will likely be forced to pick sides, too, due to their high rankings.

 

[Worst]

Well if his goal is to get out of the tower a war between the FHs will probably only make things more complicated for him

it relates to Zahard most likely, Urek doesn't want to kill/beat Zahard cause he probably knows of something Zahard has told him, and he wants to keep the balance (that's why not fulfilling Garam's request to kill zahard)
