When was the first time we saw DF awakening? It was in Impel Down. The guards were Zooan DF users and were awakened.
Obviously, these guys aren't much to talk about. But outside of Zooans, who else so far has showcased Paramecia/Logia awakening? Only 2 Conqueror's Haki users who were the main arc bosses for Luffy to beat.
In fact, Doflamingo confirmed that this ability is rare.
So why is it that paramecia/logia awakening is harder to achieve? It's harder to achieve because paramecia/logia awakening affects the environment, Zooan awakening does not. Luffy said in Dressrosa "it's almost like he isn't a paramecia anymore". Zooan awakening does not affect environment. Why? Raining cats and dogs is an expression, not an ability. It doesn't make sense for the ground to turn into animals. Zooan awakening is about better recovery and resiliency.
We know Luffy has had his DF for 12 years, and he still didn't know this was possible. Doflamingo and Katakuri have had their DF for decades. It takes a very long time to unlock the powers of your DF. Another recent example might be Perospero (yet to be confirmed), but he again has had his DF for decades.
