Recently this meme became very popular
And,as much as i prefered Roger's menacious image too,i have to say that the depiction Oda is making,kinda makes sense. I'll explain why:
In the world of One Piece,we often get to see first what people thinks of a legendary figure,then we get to actually know the legendary figure in person,and in those cases,we often find out that there is a difference between the fame one legendary figure has,and their actual personality or story (for example: Fisher Tiger,who we get to know was actually a slave,or more recently Loki,that is actually a morally grey character,or even more good than evil).
So,about Roger,it makes sense that,at the beginning,when we only hear people who didnt know him talk about him,he appeared as this menacious and legendary figure. But then,when we actually got to know him better in some of the most recent flashbacks,like the Oden one or the Elbaph one,we see his real personality,which was more goofy and similar to the Luffy's one (except the fact that he wants women,apparently lol).
I dont know if Oda always had in mind to make Luffy and Roger's personalities so similar. If we remember the Squardo thing in Marineford,we can guess that Oda probably had in mind a different idea of Roger in the beginning. But,even if he changed idea about Roger,he wrote the similarities between him and Luffy,in a way that makes sense,where he has a "menacious" public image,but he is actually goofy in his personality.
