Yes, Sanji usually always comes to the rescue or helps a lady in distress. Why he isn't jumping as Stussy is stabbed by Lucci can be easily explained.
The only times Sanji tolerates that someone of the SHP is hurting a woman is, when said woman is an enemy. Him not reacting how we know him is Oda telling us that Stussy is with the WG. The whole story would fit perfectly, if we categorize her as an antagonist and not on Vegapunk's side.

Stussy throwing herself in front of the Stellar serves the goal of protecting not the Stellar, but Punk Records. Because we have to remember: Punk Records is the brain of the Stellar and would die if he died. Lucci attempting to kill the Stellar is an obvious proof that he is not anymore on the side of the WG (but this is not your question, so I will for now not explain). And Stussy throwing herself in front of the Stellar can also be seen as her protecting Punk Records.
Than we have in chapter 1069 a panel in which Stussy orders another agent to inform Akainu that the SHP are on Egghead. With this intel Akainu on the other hand deployed every last ship that was available to go to Egghead. So, Stussy is directly responsible for the 9VA and the 30,000 marines currently surrounding Egghead. If she were on Vegapunk's side, she would not have done so, because his flight is now much more difficult. You do not do that if you know that your "father" wants to flee. She also would not ahve blown her cover if she had refrained from letting Akainu be called.
You could now reply that she did take out Lucci and Kaku and helped the SHP and Vegapunk this way. Yes and no - what she did was taking out Lucci and Kaku, because both were going against Akainu's orders to not engage the SHP "under any circumstances" - like he worded it. Additionally, Lucci ordered the Seraphim to destroy the Labo-Stratum, although their mission stated that CP0 was not to destroy any of the valuable interior of the lab.
Stussy made Kaku and Lucci stop their approach after she had asked Lucci two times, if he wanted to wait for the marines (chapter 1070 and chapter 1071). And while she makeing them stop, she also could infiltrate the SHP's side quite easily because it seemed as if she was helping Vegapunk and acting upon his request. In truth, she followed Akainu's orders to the letter.
You have to reverse how you see the current situation: Stussy is the spy amongst the Vegapunks and SHPs and Lucci is actually on the good side, even if that doesn't seem like it (I would explain, if you are interested - he is going to join the SHPs as the 11th member).
