Oda added characters to complete the Yonko/WG/Shichibukai groups

There was nothing to complete with the Admirals.

Then he drew Rest of Yonko & Supernova & Shichibukai (Apoo for example isn't even in Top 100 & was Added)
In other words, it's Top 50 Poster not Top 100
