If these two groups ally, the Marines/other Pirate Crews in the New World are kind of screwed.
Mihawk is 43, and Crocodile is 46. God Valley was 38 years ago, meaning they would have been 5 and 8, respectively. They should know of the Rocks Pirates, either from their childhood, or from stories told during their rise to their primes.

Mihawk and Crocodile stay independent in this venture, as keep in mind they aren't running a crew to begin with, Cross Guild is a business.
Cross Guild wouldn't work under Teach, they'd more or less be making an economic alliance with them. While Pirate Alliances are based off of treasure and power, since Cross Guild is focused on head-hunting Marines, the typical infighting wouldn't be a problem; no "split up the gold" bullshit, just actual business.
Teach + Buggy want the One Piece, while Croc and Mihawk want military power. Cross Guild gets Wano; Teach gets Pluton. By having Teach's operations move into Wano, it guarantees Teach won't betray Cross Guild.
They've likely done a lot of business together already: Garp's exchange will lead to an official alliance.

Even though, Shanks owns both Buggy and Mihawk, I think Oda will probably use CG to hype Shanks.
