So, a lot of people are convinced that Loki MUST be the arc villain of Elbaph. Because who else could possibly fit the bill?
It feels like we might be missing a obvious candidate. I mean, we just learned that Elbaph has a Legendary Devil Fruit passed down the royal family line for generations. Now what character do we know who would have a great interest in a potentially super-powerful Devil Fruit?
Who loves Devil Fruits? Why...Teach loves Devil Fruits! Is it true?! Mmm-hmm, he do, he do, he do, he do-ooooh!
So, it feels pretty likely that Blackbeard could want to make a play to steal this legendary Devil Fruit for himself. Maybe even making it his long-speculated Third Devil Fruit. You can practically see him drooling over it, even though always looks like he's drooling a little.
And it fits pretty well with what he's been doing the last few arcs, too. He made a play to steal both Hancock's Love Fruit and Law's Ope-Ope Fruit. So, rule of threes! He's probably going to try to steal a third Devil Fruit, and third times the Lucky Charms, he might just succeed this time.
Now, it's a little unclear to me what the actual status of this Legendary Devil Fruit is? I'm not sure if Loki actually ate it already, or if Loki just TRIED to eat it, but never actually got to it. But, either way, that doesn't matter to Blackbeard. He can take a Devil Fruit whether someone's already eaten it or not. He even seems to prefer stealing the Fruits AFTER they've already been eaten, anyway. I guess he better come with a big appetite, if he's planning on eating Loki's heart. That's a buffet, right there.
Honestly, it'd actually be pretty interesting if Blackbeard did attack Elbaph, too. Because Shanks seems to be at least a ally of the island. Which means, if Blackbeard DOES try to steal the Legendary Devil Fruit, that means he could have that long-desired showdown with Shanks! And Luffy at the same time! And with three of the Four Yonko battling on Elbaph, it'd be pretty easy for this to escalate to a all out Final War, drawing in everyone else. This could be a way to kick off the Final War and Ragnarok, which is pretty fitting for the Norse-inspired island.
Plus, it would set up a interesting contrast with Loki. Loki wants to "destroy the world". And Blackbeard likely wants to "hoard the world" like it's his own personal treasure. Conflicting goals that would lead to a interesting conflict and possibly explaining why destroying the world (as it is) could potentially be a good thing in the long run.
Ironically, this arc might have more in common with Greek Mythology than Norse Mythology. Because Eris' Golden Apples of Discord helped start the Trojan War. Which I could see being a partial inspiration for the fights possibly surrounding this Devil Fruit

Although, there are also Idunn's Apples of Immortality, which also had a few fights around them. Including one where Loki had her kidnapped and then saved her.

Now, the one problem with all this is that Blackbeard seems pretty focused on making a move on Mariejois and the Revolution at the moment. And Blackbeard is a pretty careful guy. I feel like he wouldn't split his forces while he's fighting two very powerful foes. I doubt Blackbeard would try to split his own forces to take them both on at the same time? Even though he HAS been sending teams out all over the world to do various things, in the past few arcs. But...well, the Revolution making a move depends a lot on Dragon. And Dragon has a LONG history of not being quick about actually making a move. It's possible that Blackbeard has time to steal Elbaph's Legendary Devil Fruit and then still make his way ALL the way back to Mariejois, without Dragon actually making a move yet. If I had to bet on Dragon making a move or not....I'd probably bet on Dragon NOT making a move anytime soon. That's probably the smart bet.
So, yeah, Blackbeard's cuckoo for Cocoa Puffs...I mean doofy for Devil Fruits! So, I think it's pretty likely that Blackbeard could be our arc villain for Elbaph. It'd actually be a way to escalate the conflict after Egghead, taking on a long-teased villain. And it could actually escalate into the Final War pretty easy. I think it's possible!
