I feel like this could be an interesting discussion topic.
This thread is about Shin surpassing Moubu in only raw strength, not overall capabilities as a general.
Currently, I'm leaning toward Peak Moubu being slightly stronger than Peak Shin.
We know that Moubu is considered to be the strongest offensive force in Qin history, and he's considered to be the Strongest Man in China right now. Essentially, his greatest asset is his martial might and raw power(he isn't dumb, but he's easily the weakest tactically of the current Six Great Generals). I'm thinking that Shin growing stronger than Moubu would minimize Moubu's accomplishments and role as "the strongest", but that's just me.
On the other hand, Shin's greatest asset is his martial might(his instincts aren't quite developed enough yet for me imo), and he already has so many impressive feats and he still has so much room to grow. I'm 100% sure that the two will be one the same general martially, it would be an extreme difficulty battle either way.
