Depends on what Lucky Roo can do.

I place Roo on traditional YC1 level but Kata and King got the edge due to their abilities. Maybe if Roo show more feats then I might change my mind.

Yes,i would.He might not have any advanced haki or devil fruit.But he seems fucking fast for his size.Maybe Sanji level of speed or above,combine that with his body mass and strong coa and i could see him ditching gear4+penetration coa levels of damage casually.

Roo and Yasopp are definitely Haki specialists. Roo probably is a CoA master and Yasopp probably is a CoO master. Roo should have an advantage over King due to probably having high level internal destruction

The difference being Roo’s bounty will be higher because Roo is actually > King. Queen only had a higher bounty than Kata because he was more of an evildoer, but RHPs are the most peaceful crew

Beast pirate bounties are over inflated for the same rason Kidd pre-skip bounty was higher than Luffy's bounty.

Considering that King’s bounty is only like 5% higher than Queen’s, and it’s confirmed that the Shanks’s top brass have the highest bounties on average, it seems all but certain that the Queen of the RHPs should have a higher bounty than King

Roo's CoA might be strong enough to bypass King's durability.

He seems to be very fast too so he might counter Katakuri's FS.

You could make a case for Roo being above the two but I'll wait for feats for now.

You guys forgetting they said the whole crew has high average bounties.

These guys aren't Captains, Oda isn't gonna have them over 1.5B like Warlords coz their bounties weren't frozen and they didn't get new bounties .

Luffy had higher bounty than any YC after WCI
Due to current inflation though, Benn might be 2B or 1.8B
