I don't believe it's the case since the CDs don't have high tech as shown with the slaves working the elevators ect...
That's why they needed Vegapunk to get access to advanced tech too.

Is that because they don't have that level of technology or because they see themselves as Gods and use slaves because they don't see them as people and can? Plus the technology might be too dangerous for everybody to handle, that's why there are only 9 Holy Knights.

Sure for the Charlos and friends it can be dangerous but why would the gorosei fund Vegapunk if they have access to it already ?
It's possible that the holy knights use tech but it's a small chance imo
