I'm not exactly sure about that.

Xebec expired 39 years ago from current timeline.

And Roger expired 24 years ago from current timeline.
His recorded bounty is around 5.6.

If we were to account inflation for 25 years now.
Current day Yonkou looks like child play to Roger. With 1/3rd aroundish or 1/2 half the value of what he was. Same goes for Whitebeard.

Dorry and Broggy are different because their bounties are 100+ years old if I'm not wrong.

(Lol, didn't economy crashed because Shakky was kidnapped or something?)
Maybe after the economy crash it spiked up again and Roger is actually fairly rated to current day as well.

I see two options, either it’s 5 billion on the dot or it’s higher than Whitebeard’s, but lower than Roger’s bounty. The latter option would show that Xebec is still rightfully more accomplished than Whitebeard, but not Roger. Oda would 100% give credence to the PK title.

As a Roger fan, I say this
This will definitely be a big L for Roger and nothing is proven. Roger got this bounty 15 years later and at best he could have been 300 or 400 million more than Rocks

I don’t think the time period really matters. Oda uses bounties to represent a character’s overall threat level and standing, not to mirror any real life economy with inflation and shit taken into account. People forget that a bounty is more of a meta indicator, a narrative device. Whether a character lived a hundred years ago or a hundred years from now doesn’t change that. These bounties just serve a narrative purpose.

Could Xebec have accomplished more than Roger though? Probably yeah, I think they’re supposed to be close to each other either way.

We see that some warlords did not do any feats but suddenly received an increase in their bounty. This shows that inflation has affected their bounty and increased it.
For example, Kaido did not have a bounty of 4.6 billion from 20 years ago until now, but now he has it.
When Shanks was 26 years old and was fighting legendary battles and even attacked CP and stole the most dangerous fruit in the world, he barely got 1 billion bounty, while now Robin has the same bounty, while he is not comparable to Shanks in any way.

It’s been stated that no pirate has the values of WB and Roger but this is the same organization that erases history and we know Rocks was such an individual. So I think he probably did have a higher bounty but was covered up, maybe it was a value close to 6 or just straight up 6. There’s just no way you have a crew with that many monsters and openly attacked celestials like the revolutionary army and you don’t at least have that number, inflation be damned.

The bounty system only started to feel inconsistent after Wano, since commanders no longer pose the same level of threat moving forward.

For major villains though, the bounty progression has remained steady and logical. I guess Oda created a new baseline or scale for non-top-tiers, it’s to give returning characters more hype; this is still a meta indicator or justification more than any in-world economy coming into play. The top-tier bounty ecosystem will remain logical, and will follow the established world building. Very few characters will even break the 2.5 billion mark by the end of the series, with the upper ceiling sitting somewhere around 5 billion or so.

If Rocks was canceled like celebrities on social media and nobody knows about his bounty, it should be higher. On the other hand, there's a chance he just died before his bounty could reach such a high amount, thus not reflecting his threat level at the time of his demise.

He is far far stronger than mention characters. But doesn't increases his threat like Roger and Whitebeard lmao.
