Whitebeard was pretty much acknowledge by the marines/world government as the world strongest man,
As well by other pirates such as Buggy, Doffy and his peers.
In Kaido case as the world strongest creature, It can be brought up as the world strongest creature is because he can't die or be be harmed by normal means.
Not really have to do with him being the absolute strongest character in the series because he been beaten 7 times or captured 18 times,
Now for Hawkeye
Oda hasn't explain how Hawkeye attained his title and it relies on speculation. By it has to do with Shanks due to the reputation of the legendary duels because for over 900 chapters. We don't know who was the previous Wss. As well Roger being a swordman and not being labeled as such in the flashback.
