Cross Guild is nothing against WG.

Cross Guild Don't have that money. They are poor.

Garp who is equal to Roger have 3 billion.

Simply Admirals are more valuable than 3 billion.

3 bill is a fair general amount for Admiral rank. Teach had 2.2 when he was Yonkou.

4 bill for a rank and not an individual would be wild. Let's see what Kuzan has for a more personalized bounty.

Well, he aint that far.

By feats, defeating a Yonko, in pirate history, it might be the biggest feat you can accomplish.

So Law, Kidd and Luffy having 3 billion aint exaggerated. Power wise, Kidd would have from 2.5 to 3 billion. So will Law.

Having 3 types of Haki means nothing when he doesn't even used it. And having adv levels of haki really matter.

Jailer beast have awakening. Kata has awakening and is bounty is around 1B. Kata has all 3 types of Haki plus FS an adv version of COO.

Law carried the battle against BM.

Bounties do not indicate powerlevels. Kidd who got 0.5 shot by Shanks has a bigger bounty than BB did when he first became a Yonko
And newly promoted Yonko BB would stomp Kidd.
Though tbh I think he Luffy and Law got their bounties from the sum of Big Mom and Kaido's bounties split into three (as someone said a while back), but that doesn't really matter, point still stands.
That being said, 3B would be good enough.
They have a lot of military might and they're mid top tiers (POSSIBLY high top tiers if one of them has ACoC and/or if they all have Awakening like I think) with busted fruits and good Haki (well, seemingly no Conq Haki right now, but still). 3B is fitting considering they can command all the Marines below them and summon Buster Calls and what not, on top of their absurd strength.

Cross Guild Bounties make sense, They can't give anything Higher
Imo Threat Levels are like this:

Level 01 --- Less Than 10 Mil
Level 02 --- Between 10 & 30 Mil
Level 03 --- Between 30 & 50 Mil
Level 04 --- Between 50 & 100 Mil
Level 05 --- Between 100 & 300 Mil
Level 06 --- Between 300 & 500 Mil
Level 07 --- Between 500 & 1 Bil
Level 08 --- Between 1 & 3 Bil
Level 09 --- Between 3 & 5 Bil
Level 10 --- Higher than 5 Bil

Cross Guild simply gave Marines Bounties based on these Levels using their HQ Ranks, and They were given the Highest Value in each Level.
In other words:

Level 01 --- Lieutenant
Level 02 --- Lieutenant Commander
Level 03 --- Commander
Level 04 --- Captain
Level 05 --- Commodore
Level 06 --- Rear Admiral
Level 07 --- Vice Admiral
Level 08 --- Admiral
Level 09 --- Fleet Admiral
Level 10 --- Either Kong or No One

So Bounties would look something like this, and They can't get any Higher, otherwise, We'd have Bounties higher than Roger's, which doesn't make sense, and We already seen Bounties of Captain & Vice Admiral, so it matches:

Lieutenant such as Bastille's Subordinate in Dressrosa ---> 10 Mil Bounty
Lieutenant Commander such as Helmeppo ---> 30 Mil Bounty
Commander such as Hibari ---> 50 Mil Bounty
Captain such as Tashigi ---> 100 Mil Bounty
Commodore such as Brannew ---> 300 Mil Bounty
Rear Admiral such as Hina ---> 500 Mil Bounty
Vice Admirals such as Smoker ---> 1 Bil Bounty
Admirals such as Ryokugyu ---> 3 Bil Bounty [Garp & Tsuru should be here]
Fleet Admiral Akainu ---> 5 Bil Bounty [Sengoku might be here too]

If you go by Teach 2.2B, many latest bounties is going to feel like scams.
Kidd, Law, Buggy, Crocodile and Mihawk.

Teach had done lot of damage by capturing Ace, killing WB, stealing most destructive Df, invading Impel down and releasing most dangerous criminals and recruited some, defeated remnant WB pirates and established himself as Yonkou. Forget rest, Mihawk would've had to have accomplished some great deeds in past to cross even 1.8B.

Bounties have inflated since then. Admirals having same bounty as Kidd, Law is not proper in any manner.

Tbf the 2.2 was only based what they knew of Blackbeards strength and accomplishments
Like him beating Marco and Ochoku got him the 2.2. The world finding out he has Kuzan as a subordinate boosted him all the way to 3.9
