It seems obvious given that he and Luffy respond differently to things already, right? For example, when he transported the kids to safety. Luffy expressed joy, but Loki expressed contempt.
There is room to argue that Luffy will change his outlook by the end of the arc because he does want to follow Nika, but I'm not sure what it would take to do that. If Luffy saves them, would Loki change?
This highlights a major difference between Loki and Yamato. Yamato wanted to help Luffy from the beginning, but Loki has chaotic dynamics in his relationship with the Straw Hats.
This brings up the question of- if he doesn't join the Straw Hats then where will he go after this?
My suggestion is that he could join the Blackbeard Pirates because they represent the same thing Xebec's crew did. If he was offered to join their crew, and they mentioned "the world" during the discussion, he would absolutely join.
