In ONE Piece, there is only ONE true protagonist.
EveryONE is the protagonist, that is the kind of story Oda made.

Luffy will find the One Piece, but Zoro will be the one to gather it!

A One Piece with Zoro as protagonist would not be One Piece, as Zoro is neither interested in the treasure nor in the PK title that comes with it, but it would be a manga in which Zoro sails from island to island to challenge the strongest swordsmen around. Without a stronger emotional anchor (something bigger than Kuina's untimely death), it wouldn't lead to a grand narrative, nor to a long story.
I like Zoro as a character but he isn’t MC material for an adventure story like One Piece
Zoro wouldn’t have a reason to interact with the wider world of OP because it has nothing to do with him. Like people call Mihawk boring for sitting in a corner and doing nothing while Shanks maintains the balance of the world (not realizing that Mihawk achieved his dream, he doesn’t give a fuck)
Zoro is just like Mihawk. Without Luffy he has no reason to care about petty pirate games
If anything I doubt he’d be a pirate. He’d probably become the WSS as a bounty hunter
