Because the fastest woman of all time has run 100m in 10.49 (in the 80's when doping was rampant) and the slowest man in the mens 100m final in the last olympics ran in 9.98. The best woman can't compete with the top men even though they are monsters in their own right.

That is what Oda said through Kuina and even anomalies like Big Mom and Yamato are only able to be at the table, they are not able to compete with Kaido, Whitebeard and the rest.
