There's a high chance that the 4th ponelglyph was in Hachinosu which taken by World government.
Because hear me out ,
- Rocks more or less achieved everything
- His meeting with Imu tells you about, him being already aware of Imu , he didn't accidently stumbled across imu room.
- He was already strong enough to PK tier shit.
- He specifically asked Imu " Wait till he comes back ".
- Who also have Info on world Government and One piece.
- Said they were a few years early.
- Something in the line of Destiny had to take place in thr current timeline of One piece.
So my take is either Xebec was already educated in these things , like Robin, Who knew how to study Ponelglyph. High chances Xebec was also among such peers or cults which worshipped Davy Jones.
Similarities ,
- Xebec , Roger , Garp. All three of them Fought each other.
- All three of them had sons , Blackbeard , Ace , Dragon.
- All three of them wanted their Son to either surpass Them in their field.
- Xebec Had a son , right after like Roger completing 80 days around the world and figuring out Imu existence. Why bother having a son after all this.
- Roger said Ace would surpass him and take one piece. Roger in fact believed Ace was destined to do so.
- Garp had a son Dragon , Who also doing something in the same line as Xebec and Roger , to take down WG entirely.
- One piece is a Show of Inherited wills.
When Xebec said , He will be back one day. He could be entirely talking about his Son coming up to world government. With his inherited will.
Xebec was planting everything for his Own son.

Garp by no means is weak , if he is capable of tackling Roger and cornering him multiple times in this sea. He could have easily Cornered Dragon multiples times too.
- We have no evidence of Garp , Chasing Dragon , Aokiji , X Drake Father. Who were all marines ones.
Garp also realised what his D meant. If he can't. His son can. And the same believed by Xebec and Roger.
They all made their son Inherit their will.

Was taken by someone in WG. And most recent info about it is. That it was with a man with burnt scar , affiliated to WG , creates whirlpool and sink ships.
