I want to draw some parallels first.

But why can't it be Uranus?
Roger crew was carrying an egg during their final voyage, which is still a mystery.
(People have already theorised it to be Uranus)
Now, also during the Edd war, a Storm came and destroyed the Shiki fleet. While the Roger Pirates were unscathed.
Now we all know Roger was the Voice of all things user. And could hear Sea Kings and Zunesha.
Maybe unconsciously, Roger summoned or even ordered Uranus to destroy Shiki's Fleet.
From all that we can draw a few speculations for Uranus.
Why Loki?
And Loki fits the remaining two criteria as well.
Then, from where the fuck did Loki summon this lightning?
My only guess is indirectly using the ancient weapon.
Now, If you fill in Loki on the table above in the Uranus section, it fits perfectly.
Now, before going further, I want to talk about the Elbaf tree and the Heaven world. (@Kizaruber Eats ). We were all speculating on where Heaven's people were.
But look at this image from Norse mythology,
Asguard could be the castle where the royal lives right now or used to.
Heaven realm, there's nothing but a bird. That bird/or whatever animal it is.
It has already hatched from the egg. It could be a dragon or a bird.
I tried researching, but there was nothing. Legit no info on this bird on top.
So, Oda, using his creative freedom, may have made this into a weapon.

- For Pluton, Zunesha is important to break the border and to maybe even move it around.
- Now what animal could be connected to the skies and control/rule the sky/Weather?

- Mechanical Sea King, and control over them.
- Island AC, which allows a winter island like Egghead to be like a tropical rain forest island. Controlling the weather.
- Mother Flame, which was used to destroy Lulusia, can take inspiration from Pluton.
- A person who can fit these descriptions.
- Voice of all things user.
- Is connected to the destruction of the world.
- Royal by blood.
- Should be able to control the weather.
- Connected to Luffy.
Why Loki?
- He fits three of the criteria above.
- Royal by blood.
- Connected to Luffy.
- Is connected to the destruction of the world.
- what he isn't confirmed to fit.
- Voice of all things user
- Should be able to control the weather.
And Loki fits the remaining two criteria as well.

- People can say it was Observation haki at its peak. But Luffy is doing it unconsciously and even knew it was Chopper.

- Luffy used it unconsciously, and Loki used it consciously.
- It has to be the Voice of all things.

- Weapon summoning lightning, not even generating, is completely unheard of. Kinemon and McGuy were generating flame and Lightning, not summoning it from the sky.
- Yet with a hit of the hammer, he was able to summon lightning.

Loki is safe from being powercrept if he is connected to an ancient weapon. On top of that, he is literally aiming to Destroy the world.
Luffy needs to have all three ancient weapon under him to fight imu in the end.
Now Xebec, he was looking for 2 Devil fruits and Galleila Giants.
- One devil fruit is connected to Loki (Uranus)
- One devil fruit, Sea god most likely, Can replicate neptune feat to control Sea kings. Or He could have simply captured Shirahoshi as this power is born from within.
- Galleila giants can build Pluton again. And other Devil fruit could be requirment to Pluton.
Xebec wanted all the ancient weapons for this shit to work. He was forcing his way up but without realising it won't work until real owners showed up.
That's why even Roger pirates after figuring out what happened in void century, Didn't do anything and said " they were too early ".
