General & Others Xebec was 1st top tier since Joy Boy & Ryuma days

Why would celestial dragons need Garp + Roger(neither were admiral lvl at da time) to save them from Xebec unless the previous admirals were not top tiers. Why was Xebec considered unstoppable if Garp & Roger(not in their prime) defeated his crew, this implies OP world had no top tiers at da time.

Also, how can Wano be unconquerable by marines or Pirates if the world was as strong as it is nowadays.

The point of Roger's last speech was to attract everyone to New World & make the pirates more powerful than ever, till someone topples WG.

Admirals are posts based on specific criteria. Case in point: Chaton and Momousagi were not able to become Admirals but Fujitora and Ryokugyu were able to. You have to fulfill certain set of parameters to be Admirals and there is no reason to believe that these parameters were weakened during Xebec's time.

Plus Kong doesn't look that weak.

What are you saying? WB and Roger both hit prime at the same time? Because Roger is saying that he can only risk death when alive. Which means that Roger expected a tough fight against WB.

But he was cut out from the Rest. So Probably a Top Top Tier, or atleast High Top tier.

Plus PK Roger was ill later on and started growing weaker, so point can be made he was in Prime before he faced off against WB.

Rox was about to challenge the entirety of Marines and was a direct danger to CDs itself, probably knew the history of WG and had monsters like WB, Kaidou n BM in his crew. So he was much more than a normal Top tier, instead of being 1st Top tier in Decades, Lol.

WB said that in that crew they all wanted to kill each other (even on the ship lol) this dude had to deal with these guys who probably wanted to take his head too to become famous yet he managed to keep the thing running quite well

Garp and Roger should not have been far from their prime I mean 36 Y ago Roger should have been 41 Garp 42 so rly rly close to their prime (if not already in their prime prime)
Again in OP characters usually hit their prime around 40 and keep it until 50/60 then the Age makes them weaker

wb has been solo only for 12 years when they fought 26 years ago.
