I don't know how strong Yakumo is as I haven't watched the movie yet. But I know the other characters are probably on par with OP top tiers assuming they have Haki here and don't keep their spirit power stuff (Haki is also spirit power but it's portrayed a little differently in Yu Yu Hakusho).
