Base Enishi vs Shishio could honestly go either way. Both are individually > Kenshin, with Enishi having superior skillset and speed than Shishio but Shishio having superior strength and defense than Enishi. Won't be surprised if Shishio wins by keeping his cool and countering, tho.

However, if we're talking Frenzied Enishi vs Shishio? Then Enishi would maul Shishio to death.

For top 10 Ruroken strongest:

1. Hiko (any other answer is auto wrong)
2. Fuji (soloed Kyoto's entire police force + anything he hits, even if they're buildings, becomes a crater)
3. Enishi (even Kenshin admitted that he is < Enishi. Also, Enishi's Frenzied Nerves should put him above Shishio)
4. Shishio (insane raw power despite his condition and lack of mobility)
5. Kenshin (no explanation needed)
6. Saito (eat your hearts out, Sojiro fans)
7. Sojiro (outstanding talent)
8. Aoshi (by default)
9. Sano (becomes super dependable EoS)
10. Anji (honestly more impressive than the overhyped Usui
