Being stronger than someone doesn't make you a bigger theat in their eyes. Zoro and sanji's bounties vs king and queen's being the main example
It just means king and queen's bounties strength make up less of their bounties than whatever zoro and sanji's are

How does it make sense that Zoro who took much higher damage recovered at the same rate as King unless you want to admit that King has worse recovery rate than Zoro who needed 2 days to recover from Killer's hakiless stab.
