This statement is interesting in that it’s Mihawk saying it and the context it’s being said.
Amidst the big revelations regarding Luffy that everyone else cares about such Luffy’s CoC which entails he’s potential to be very strong and Luffy’s father being Dragon which everyone seems to care who is whose son in Marineford, the one thing Mihawk actually takes note of is Luffy’s ability to make allies.
In fact this is the only thing that doesn’t get a big shocking panel. It just gradually occurs to Mihawk in internal dialogue that left and right people keep saving Luffy from him. Mihawk is the only person who notices this subtle thing while all the big revelations occur around Luffy and of course Mihawk is right. Luffy’s ability to make allies will be what separates him from Roger EoS. (That and you know, the fact that Luffy’s the child of prophecy with the God fruit, but that wasn’t an idea Oda had back then)
The other interesting thing about this statement is that Mihawk is the biggest loner in the story yet he’s able to say that making allies and friends is the greatest power on that battlefield.
This goes to further highlight Mihawk’s view of strength. Mihawk for himself somehow views his Goal of WSS as the only thing worth striving for. He can tell that pirate king is a harder goal to achieve and it’s more lauded and legendary. And yet he doesn’t care.
He only views his own individual strength as important and alleviation of his boredom as good enough motivation to do anything. And yet at the same time he Respects Zoro’s ambition to grow stronger for Luffy’s sake.
He doesn’t have a crew and is too distrustful to make allies, the things that are required to become a Yonko which he doesn’t care about. And yet he can tell that Luffy having a loyal crew and making allies is what will make Luffy the most dangerous man on the sea.
Over and over again we are shown that Mihawk is like the “anti-Shonen” character. He actively doesn’t care about making friends or striving for the big Shonen mc goal everyone else wants. And yet he’s almost aware that he’s in a Shonen and he knows that those Shonen-isms are actually worthwhile in some regard. He is simply too selfish to care whether those things matter outside of his boredom. He only respects Zoro’s willingness to get stronger for Luffy’s sake because Zoro still says that he wants to defeat him in the end.
