Moria still beat Linlin despite having done nothing important in over a decade and Kuro is an East Blue villain, for him to even be on this list is contextually impressive.

Kaido and Linlin are endgame antagonists that were hyped since Pre-TS and they are being beaten by antagonists that have done nothing in years.

Being in the top 100 is still great and Oda more than likely don't care about the polls if it conflicts with his story. It just means he has to write the certain character better. Cough cough Linlin is coming to Elbaf imho.
