Depends who else gets nominated/drafted. If, for example, he were nominated during the great military draft between the 2 year timeskip, he'd get passed over in favor of Issho and Ryokugyu.
He would probably get an honourable mention like a couple of the VAs but at the end of the day the marines would rather hire new members with no background in the navy, than to give any non island wiping threat the position of Admiral. That's how important strength is for that position. You're basically a weapon of mass destruction.
So while Marco can be a contender for the Yonkou spot, becoming an Admiral is much more strict as it concerns individual strength.

Def a VA, if prime Tsuru is a VA, Marco is for sure a VA.
Prime Tsuru shares panel with Garp Sengoku, like Oden shares panel with Roger WB, but she's only a VA that never confirmed to get an Admiral promotion.
He is stronger than Fuji that's for sure so there is no reason he shouldn't have his chance as an admiral.
But then again if Fuji is the reference, we have a few contenders (basically every YC and even some vet level characters)
Stronger than Fuji?? Fuji instantly gained upper-hand against Dressrosa Zoro in their clash, made him bleed with a technique used on fodders.
While Marco was put in a chokehold by BM in 2 moves...
Put Marco aside, can BM even overwhelm Zoro that easily when clashing? Well, BM and Kaido together only hit Zoro one time so far, which was a lightning surprise attack, Zoro has countered every other move he interacted with.
Yeah sure, Zoro is stronger now than he was back on Dressrosa, but you comparing Fuji to Marco, that gap... For that to happen current Zoro(matches Kaido BM briefly) would have to 2 move chokehold Dressrosa Zoro at the minimum, even that ridiculous claim only guarantees Marco > DR Zoro, we not at not Marco > Fuji yet.
Marco and Fuji are not the same level, Fuji is around the level of the woman 2 move chokehold Marco, and the man Marco said he was no match for during Payback War.
Marco is able to catch King/Queen off-guard, sure.
But he isn't able to dish out strong enough attacks to make them pay for their mistakes.
Compare this to Jozu dropping his guard and getting 1 shot by Aokiji. The difference is very clear.
Also, an Admiral wouldn't tire this fast.
What Marco is doing is impressive, but it's impressive relative to the "level" the community previously imposed on him.
If this was an Admiral huffing after a few named attacks that didn't defeat King and Queen, they would be slandered for years.
So to come back to the question.
Could he be considered for the position? Sure.
Would he be selected? No.
