Here is why i think Kuina is not the silhouette :
Even if we assume that she isn't dead.. it wouldn't make sense for the Scabbards to be astounded at the sight of someone they haven't seen ever at all,and if we assume that she traveled to wano somehow years ago.. with the state that wano was in wouldn't have made things convenient enough for her to develop as a swordsman...since katanas weren't allowed to be wielded in wano because of Orochi.
And lets assume that Kuina manages to wield a katana without getting caught.. but it still wouldn't make sense that why is she hasn't shown her self yet if we assume that she developed bonds with the Scabbards to the point where she is crying over them... then she should have shown herself there and then when Kinnemon and the crew returned to wano if she was THAT attached to them.
And then there is that issue of her random appearance.. the purpose of her character now in the story and her background which doesn't add up either wayy..
i'd say its more likely that Kuina is tashigi with a prolonged amnesia after tripping over stairs.. than kuina being that silhouette.
Ig people deduced that outcome since the leaker claimed that its someone unexpected... which hiyori and toki aren't.. so kuina sounded like the precise fit for the bullseye on that spot...but there isn't enough logical narrative behind that.
