All of the sudden, he's selling his shit. The mayor(?) is clearly terrified. Did he come here to start shit and then stopped because they surrendered? Or did he mean no harm, but the people there thought he was a threat, which prompted the big guy to stand up?

It's hard to say if the conflict here is a misunderstanding that was cleared up or there was malicious intent that ended with a white flag, but will this lead somewhere between the Red-Hair and Straw Hat Pirates? If this was under malicious intent, then that's not something Shanks can let fly. And Bartolomeo is Luffy's "nakama." The fact Luffy idolizes Shanks and Bartolomeo idolizes Luffy gives whatever this will be a theme.

Most of the GrandFleet will show up to aid Luffy against Kaido and Linlin. Barto will be the one who's conspicuously missing. This is because he's entangled with Shanks. This is where the Luffy/Shanks encounter happens. Remember, Barto is a thug. We forget this because he's a huge Luffy fan, but he's willing to do anything he sees fit.

If Shanks learns that Bartolomeo was doing it in Luffy’s name, I imagine he’ll just laugh it off like he does most challenges to his pride.

It depends on what he was doing in Luffy's name. If he's attacking the town, then that's not something he'll let slide. It doesn't matter if it's "under Luffy's name." You can spill beer on him till the cows come home, but if you fuck with his people, he's coming for your ass. Higuma learned this the hard way when he was beating his friend. If he laughs it off, then he's failing them as a protector.
