He would’ve been very charismatic like Luffy to gather that many extraordinary members, but it’s been alluded that the crew was very dysfunctional, though that didn’t stop him. His radical aims like seizing the world, and the fact Teach’s ship is named after him, could be that he shared similar philosophies and desired for chaos. Taking down the WG was the first step to do so. But in order to accomplish it, he would need a crew of the most powerful figures he could find, even if they would be impossible to control.
