Tbh, I used to think of this too...
But Kaido confirmed a couple of chapters ago, that Xebec wasn't the kinda guy to fuck around with.



Like, didn't Kaido put Xebec along with Shanks, WB, Roger, and Oden as guys that could fuck his ass?


EDIT: Since his crew was full of unruly people who wanted to kill each other, I'm guessing Xebec was the kinda guy that would settle these "disputes" by personally beating them up. So he personally kept everyone in line, so to speak.. But with him gone (ALA Roger and Garp), the crew dismantled from those who survived.

Just imagine how difficult it is to be a warmonger who doesn't care about his own men slaughtering each other on the same ship yet be respected enough by Whitebeard despite his righteous behaviour. Xebec is possibly going to be one of, if not the best well-written character ever.

He most likely promised WB, Kaido, Meme and Shiki each with something they really desired (family, utopia, territories, power etc...) when he finishes exterminating the World Nobles at God Valley. The way God valley was narrated by Sengoku made Xebec look like an anti-hero more than a villain, something like a ruthless version of Fisher Tiger.

The Rocks remnants should join under the Marshall though, he shares the same exact mission their boss had:
