Oda was never said he's the strongest. Just he rumored to be.
How can Mihawk be stronger than Kaido? Because of his overall strength and his ability to cut anything. Yes, I believe he truly can cut anything. Mihawk would be able to cut Kaido into pieces.
We have seen some of his strength. Easily tracking and hit Luffy doing a chaotic battle. His attack went between two people. He bruised Diamond when he was trying to cut flesh and blood. He casually cut a giant iceberg, that was credited by a Yonko and admiral.
Mihawk had legendary duels with Shanks that WB spoke of. The same Shanks that stopped Kaido.
He created a black blade which means his sword can never be broken and he can use it to stop any attack, as long as he has strength to back it up. I've already talked about some of his strength.
Now let's talk about the power to cut nothing. The manga first talked about it pre-time skip when Zoro's sensei said the Pinnacle of swordsmanship is for a swordsman they want to cut.
With every new arc that is becoming more and more true. We saw Zoro (swordsman) cut steel pre ts. Now we have seen him cut durable materials such as Kaido's scales and even a intangible substance like fire. Zoro is still growing.
