IMO Rooftop Attack Ranking:

1. Hakai

It's a bit weird because some attacks have very large AOE, while some attacks are more focused.

The first three is pretty clear based on their demonstrated Destructive Capacity:

• Hakai: dwarfs Onigashima
• Hiryuu Kaen: cuts off one of the horns
• Kong Gatling: created noticeable shockwaves when Luffy pounded Kaido to the ground

They all have large DC and great Attack Power.

Next is Three-World Ragnarok. It strikes a single target, but it is extraordinarily powerful
Thunder Bagua is much weaker than Three-World Ragnarok:

• Hybrid Kaido vs Base Kaido
• Overflowing hardening
• The very name

Kokujo Ou Tatsumaki completely overwhelmed Kaido's Tatsumaki (probably his most powerful attack and was compared to a natural disaster), and then proceeded to cut him up with him coughing up blood for several panels.

God of Lightning: Tenjin was more impressive than all the other AOE attacks.
Indra was able to put the Supernova out of commission for a few panels.
Boro Breath injured Luffy after it struck him.

Heavenly Fire, Motherly Fire, Gamma Knife, Kong Rifle, Kong Gun, Rhino Schneider, etc. are all really hard to scale.

Heavenly Fire was cut by Zoro, and Motherly Fire was dodged, so we have no idea how much damage they would have dealt.
