Law didn't teleport Doffy into the ocean when they fought on the bridge implies that it's a mixture of haki and having your guard up.

Law has teleported Doffy 2 times if I recall right, both instances when his guard wasn't up/wasn't focused on Law.

for sure Fujitora has strong haki and maybe even FS. every DF has a limit and strong Haki always prevail. best evidence? BB has 2 of the most hax DF , and maybe even good Haki but still never attacked any Yonko or Admiral head during the TS.

he was teleporting himself away from doffy to evade attacks is what i understand.. but honestly i don't think just coz he teleported doffy ultimately his haki is stronger..

remember even if its tbe scans, law says that their haki is heavy.. or dense.. so doffy's haki may nit be dense but he's still proficient.. same goes for luffy

Doflamingo Obviously must have stronger Haki, as seen even Luffy's G2 attacks werent working on him... and as it was mentioned by smoker, strong Haki is needed to withstand Law's attacks, so yeah again I think is very likely that being on guard and protecting himself makes the difference
otherwise Law should've always Teleported Doflamingo and hit him point blank with every attack
