Headcanon. The effect of the attack looks smaller as Luffy's body absorbs most of it. There is no way to prove that Hiryu Kaen was a stronger attack than Ragnarok, let alone 'massively more potent'.

You're possibly patently forgetting the hype of the attack by Big Mom's reaction and the subsequent story implications regarding Kaido. Ragnarok if not failed to inflict consistent damage to a non optimal version of Luffy.

It may be stronger if you refer to how hyped the attacks were but otherwise, no real proof. The haki leak off Kaido's club was also considerably more than Zoro's attack which is actually solid proof in Kaido's favour. But yeah, there's no way of knowing it for sure.
