IIRC he asked the Scabbards whether or not they were using Oden's Ryou, in that case his knowledge about Ryou would be at least limited, which can at least be a partial indicator.

It said that Marco clashed equally with the admirals, if I remember well. Luffy clashed equally with Ulti, would you say that they are equals?

MF made it abundantly clear that Marco is not at the same level of the admirals (and the emperors). The interactions with Akainu alone make the difference in portrayal crystal clear.

The admirals are people who are consistently put in the same category of the emperors in the story, as some of the very strongest individuals in the world.
